Call for papers: Creating Value for Citizens in Public Service Ecosystems
The journal Public Money & Management has opened a special issue called Creating Value for Citizens in Public Service Ecosystems. The guest editors are Paula Rossi, Jim Broch Skarli, Maria Petrescu and Edwina Zhu.
The call asks how public services produce value of several kinds: social, economic and ecological. Topics include value co-creation with service users and vulnerable groups, digital transformation, place-based delivery, barriers to good service, governance, and collaboration across public service networks.
Research articles (up to 8,000 words) and new development articles (up to 3,500 words) are due on 1 December 2026. Short debate articles (up to 1,000 words) are due on 1 March 2027. Theory and empirical work with any method are welcome.
The call treats public value as something made together by agencies, partners and citizens, not delivered by one provider. Value then depends on the whole ecosystem, so its measurement and its losses do too.
